DESCRIPTION:
The National Reading Panel report identified fluency as “a critical component of skilled reading…often neglected in classroom instruction.” Fluency has also been included in an essential foundation skill in the Common Core State Standards. Educators took note, and as a result reading fluency is now a BIG part of teaching and assessing. There are some who feel that there is now perhaps too much emphasis on
fluency. This session—presented by one of the nation’s experts on fluency—provides a functional definition of reading fluency, including the newest information about appropriate goals for reading rates.

The session clarifies the role of curriculum-based measures (CBM) of oral reading fluency (ORF), often used to screen students and monitor their overall progress in reading: What do these measures really tell us and how should they be used appropriately? Research-supported fluency instruction strategies will
also be addressed. This session provides an opportunity to reflect on how fluency should fit into a comprehensive and effective reading program.

Participants will:
1. Understand and be able to define reading fluency (both fluency components of accuracy, rate, and prosody and fluency mechanics).
2. Understand the role that fluency plays in literacy achievement.
3. Understand how to correctly interpret the role of oral reading fluency assessments (ORF) for benchmark/screening and progress monitoring.
4. Know about research-supported components for effective instruction and intervention for reading fluency for all students.

K-12 Administrators, Teachers, Reading Specialists, Instructional Coaches, School Psychologists, Intervention Specialists, Speech Language Pathologists, and Parents.

PRESENTER BIO:
Dr. Jan Hasbrouck is a researcher, educational consultant, and author. She served as Executive Consultant to the Washington State Reading Initiative and as an advisor to the Texas Reading Initiative. Dr. Hasbrouck was a reading specialist and literacy coach for 15 years before teaching at the University of Oregon and later becoming a professor at Texas A&M University. Dr. Hasbrouck has provided educational consulting to individual schools across the United States as well as in Mexico,

Peru, Guatemala, Honduras, Jamaica, and Germany, helping teachers, specialists, and
administrators design and implement effective assessment and instructional programs targeted to help low-performing readers.

Dr. Hasbrouck earned her B.A. and M.A. from the University of Oregon, and completed her Ph.D. at Texas A&M. Her research in areas of reading fluency, reading assessment, coaching, and English Learners has been published in numerous professional books and journals. She is the author and coauthor of several books including “Conquering Dyslexia”, “Reading Fluency”, “Student-Focused Coaching” and “Educators as Physicians”, along with several assessment tools. Dr. Hasbrouck works
with the McGraw Hill publishers as an author of their “Wonders” and “Wonder Works” reading and intervention programs. In 2019 she helped found Read Washington, a 501(c3) nonprofit organization with the mission to “provide professional development opportunities, based on the science of reading, so every student becomes a skilled and confident reader.” She also enjoys volunteering at her grandson’s K-8 school in Seattle.
